About AfEONet

Discover our mission, history, and impact on election observation in Africa.

At AfEONet, we believe that strong democratic institutions require active civic participation and robust oversight mechanisms. We monitor and document the state of civic space for citizen election observers across Africa — recognized today as human rights defenders in their own right.

Strengthening Democracy Through Observation

Our Mission

AfEONet’s mission is to promote democratic elections and strengthen electoral integrity across Africa through research, documentation, monitoring, and advocacy.

At the heart of our mission is the protection and advancement of citizen election observation as an essential component of democratic governance. We seek to establish a robust, evidence-based monitoring framework that tracks the operating environment for citizen observers, identifies emerging threats and restrictions, and documents instances where their rights, independence, or ability to observe elections are undermined.

Citizen election observers are increasingly recognized as human rights defenders, playing an indispensable role in protecting civil and political rights, promoting transparency and accountability, and strengthening democratic values and principles.

Our Vision

We envision an Africa where every election is observed by empowered, independent, and secure citizen observers — free to document, report, and defend the integrity of democratic processes without fear of reprisal.

A future where civic space is open in every country on the continent, and citizen observation is recognized, protected, and fully integrated into the democratic fabric of African nations.

Our Values

Ubuntu

We believe in our shared humanity and collective responsibility. We foster solidarity among citizen observers and democratic actors, recognizing that the strength of civic space in one African country contributes to the strength of democracy across the continent.

Transparency

We are open and clear about our methodologies, processes, data, and findings. We make our work accessible to scrutiny, enabling stakeholders to understand, verify, and build upon our evidence.

Integrity

We uphold the highest standards of honesty, impartiality, professionalism, and evidence-based practice. We hold ourselves to the same standards of integrity that we expect from the electoral processes we observe.

Accountability

We take responsibility for the accuracy of our data and the impact of our recommendations, to the observers we represent and the public we serve.

Non-partisanship

We take responsibility for our actions, findings, and commitments. We strive to ensure that our data and assessments are accurate, our work is credible, and our recommendations serve the interests of citizens and the public good.

Inclusion

We maintain independence from political parties, candidates, governments, and other partisan interests. Our assessments are guided by evidence, established standards, and democratic principles, ensuring that our work remains credible and trusted by diverse stakeholders.

What We Do

Election Observation & Learning Mission

We support and coordinate the deployment of citizen observers and experienced election observation teams to electoral processes across Africa. Through election observation, monitoring, and learning missions, we document electoral practices, assess the environment in which citizen observers operate, identify emerging challenges and good practices, and generate evidence to strengthen electoral integrity and citizen participation.

Civic Space Monitoring

We monitor the conditions in which citizen election observers operate across Africa, using an evidence-based eight-dimension framework to assess civic space, identify restrictions and threats, and document developments that affect observers’ ability to operate independently, safely, and effectively throughout the electoral cycle.

Research

We generate credible research, evidence, and analysis on the legal, regulatory, administrative, political, and civic environment for citizen election observation. We document trends, lessons, good practices, restrictions, and emerging threats to strengthen understanding of the conditions required for effective and independent citizen observation.

Capacity Building

We strengthen the capacity of citizen observer organizations, focal persons, and observation teams to plan, deploy, monitor, document, analyze, and report on electoral processes and civic space. Through training, technical support, peer learning, and shared tools, we promote consistent, credible, and evidence-based observation across the continent.

Advocacy

We translate evidence from observation, monitoring, research, and learning missions into strategic advocacy and policy engagement with electoral management bodies, governments, regional and continental institutions, civil society, and other stakeholders. We advocate for enabling legal and institutional frameworks that protect citizen observers, safeguard civic freedoms, and strengthen meaningful citizen participation in democratic processes.
